The International Cricket Council (ICC) today announced that Sri Lanka’s Tharindu Kaushal is permitted to continue to bowl his stock delivery (off-break) in international cricket following an independent assessment of his action, which took place at the Sri Ramachandra University in Chennai earlier this month.
The results showed that the level of elbow extension measured for all deliveries bowled was well within the 15-degree level of tolerance permitted under the ICC regulations.
However, the assessment also revealed that Kaushal’s Doosra was found to exceed the 15-degree level of tolerance and it should no longer be bowled in international cricket.

Under the ICC Regulations for the Review of Bowlers Reported with Suspected Illegal Bowling Actions, Kaushal will run the risk of being cited again if he bowls the Doosra in an international match.
To assist the umpires, they have been provided with images and video footage of the 22-year-old’s bowling action.
Therefore, in line with 2.2.11 of the regulations, Kaushal’s off-spin is legal and it is permitted to be bowled in international cricket. Kaushal’s Doosra is illegal and should not be bowled in international cricket until such time as he has submitted to a fresh independent analysis.

Sri Lanka Cricket is committed to making every effort to assist Kaushal in taking corrective measures to permit him at a future date, to bowl without restriction in the international arena. To achieve this end, the Coaching Department of SLC has confirmed that their staff will spend extra hours with Kaushal, studying his action and also the available video evidence, to achieve this end within the shortest possible time frame.

Kaushal has picked up 24 wickets from six Tests since making his international debut last December.
Acting on the recommendations of its cricket committee last year, the ICC has cracked down on suspect bowling actions, with off-spinners being the main target.
